According to the Big Huge Games website, patch 3 should be out in a matter of days. Patch 3 has been given the green light by the Microsoft testing team and is being packaged for release. This includes a localization pass and the creation of a stand-alone version of the patch. This means that Patch 3 will be available for download in a matter of days.Thanks to LameAim for the heads up!
